The National Network is structured as a facilitated dialogue between those stakeholders who are central to making water quality trading programs work (agriculture, permitted point sources, state water quality agencies, environmental groups, and practitioners). Each dialogue focuses on a specific topic, which may include framing a new issue (e.g., stormwater or incorporating big data and agricultural technology into trading) or developing tools to make Building a Water Quality Trading Program more usable (e.g., feasibility study methods). Each dialogue is designed to produce a deliverable to fill a strategic gap or advance the state of the issue. The participants and process design for each dialogue are tailored to the specific topic and nature of the deliverable.
